Red flag with thin yellow stripe from upper hoist to bottom fly (only touching the bottom line), yellow canton with arms. Source: an article by Michel Lupant in Gaceta de Banderas no. 70, July 2001. Source labels the flag "Bendera Manteri2 [sic] Hulubalang". My sources say a Mentri (or Mantri) is a minister, ranking below vizier (or wazir).
